Abstract

—This study aims to establish information service financing scheme model with three financing schemes, namely flat fee, usage-based and two-part tariff for Internet Service Providers (ISP) based on heterogeneous consumer satisfaction levels. This modified model was developed by adding the marginal cost and supervisory cost based on the Modified CobbDouglas utility function and the Linear utility function to obtain optimal results. The data used in the form of digilib traffic is obtained from a local server in the city of Palembang that is Politeknik Sriwijaya (Polsri) which is divided into busy and non-busy hours. This research is done analytically using differentially. The optimum solution obtained if using the differential method if use the linear utility in the flat fee financing scheme of IDR. 382.687/kbps.
