Abstract

This study is based by the lack of socialization in implementation of the arrangement of the building beside musi river the lack of impact from the policy. Based on Region Regulation number 55, 2014 about the arrangement of the building beside musi river at Palembang City. This study aims to determine how is the implementation of arrangement of the building beside musi river at Palembang City. This study use descriptive qualitative research method with Implementation Theory from Merille Serrill Grindle. Research focus of this study are Implementation about content of policy that consist of interrests affected, type of benefits, estend of change envisioned, site of decision making,program implementors and resources commited. Implementation about context of implementation that consist of power, interest, and strategiest of actor involved, institution and regine characteristics, compliance and responsiveness. Data for this study obtained from primary data through interviews with Head of Dinas Pekerjaan Umum dan Penataan Ruang, Head of Penataan Ruang section, Staff of Penataan Ruang Section and secondary data obtained through document that supported this study. Based on the analysis and research in the field it can be concluded that the implementation of the arrangement of the building beside musi river at Palembang City aspect is uneffective. Because, theres no inpact fom the policy who can make change about building besides musi river. Thetes so many building beside musi river is not based on the policy. This study provides advices to The Implementer of arrangement of the building for Penataan Ruang section to give the best infotmation to public who lives in that area, so that information can make them understand about the policy. Penataan ruang Sectiun should have standard of this policy.
