Abstract

This research aims to know the public perceptions of Muara Teladan village Sekayu sub- district agains children identity card policy implementation. The quantitive approach. Total population are 1223 people. Total sample with level of errors 5% are 270 people. The sampel using purpossive sampling. The requirements test of instrumen to test validity test and reliability test using SPSS program 22.0 version.The data are collected by using documentaries, questionnaire and interview tecnique. This research uses independent variable that use five indicators of public services were reliability, tangibles, responsiveness, assurance, dan emphaty. Based on the result of the analysis, in coclusion public perceptions is positive it can be prove by 192 (71%) people are agree while 78 (19%) people are disagree about KIA policy. Based on indicator reliability 84%, tangibles 81%, responsiveness 69%, assurance 69%, dan emphaty 81%. While the results of interview data from four indicators, first, communicating by socializing policies for all people, the second, adding completeness of resources in implementing policies, then third, giving the attitude of employees (disposition) in accordance with service standards, the last fourth namely clarity and flexible bureaucratic structure. The conclusions from the data obtained are, the perception of the people of Muara Teladan Village, Sekayu Subdistrict towards the implementation of Children Identity Card policy are positive which means that the implementation of the Children Identity Card policy that has been implemented by the government has gone well and is expected by the people.
