Abstract
Poverty is a problem currently being faced by Palembang City, which has 181,653 residents, with a percentage of 10.48 percent of the population being poor. To overcome the problem of poverty, there is a program that has the aim of increasing the standard of living of the poor and, in the long term, reducing the number of poor people. During the last 3 years, the number of poor people in Palembang City has increased every year; this is the basis for conducting this research. This research is qualitative descriptive research, and the theory used is the implementation model of Grindle. The results of this study found that the implementation was not carried out optimally. There were three out of nine indicators that were not implemented optimally in the implementation of The Indonesian Conditional Cash Transfer Programme (PKH) in Palembang City. These indicators are the extent of change envisioned, the site of decision-making, and compliance and responsiveness. In this study, it was found that there were factors that were considered to be supporters of the implementation of this program, namely the role of PKH Facilitators, and factors that were considered to be supporters of this program were found, namely clear program target groups, positive types of program benefits, program activities that had been carried out regularly, the important role of PKH Assisting Human Resources in assisting PKH KPM, the relationship between PKH implementing actors who are synergized, and the character of PKH implementing agencies trying to make improvements, While the inhibiting factors are KPM's mindset that has not been able to utilize PKH properly, PKH implementation has not been able to overcome problems of poverty or KPM's attitude that ignores PKH obligations and rules.
