Abstract

The number of National Health Insurance (NHI) participants in the working area of Simpang Timbangan Primary Health Center was relatively low since November 2017 by 24.4% of total population. In addition, the lowest category of participation in non wage earners (PBPU) was 10.3%. The cause of low participation was lack of willingness to pay to NHI premi. The study aimed to know willingness to pay NHI premi on traders in the working area of Simpang Timbangan Primary Health Center Ogan Ilir District in 2018. The type of design study was cross sectional design. The sample of this study was the traders who hadn’t become the participant of NHI in the working area of Simpang Timbangan Primary Health Center (n= 108 people) was selected by cluster random sampling technique. The data analysis used univariate and bivariate analysis with chi square test. The results of the study showed that 55.6% of trades in the working area of Simpang Timbangan Primary Health Center had willingness to pay NHI premi. Most of respondent hadn’t registered themselves to be NHI participants because they had to come to Healthcare and Social Security Agency office. The results of chi square analysis showed that there were a correlation between sex (p = 0,04), income (p = 0,01), information about NHI (p = 0,01), availability of health facility (p = 0,02), and ability to pay (p=0,01). But age (p = 0,07), education (p = 0.09), knowledge (p = 0.16), the number of family members (p = 0,13), distance to health facility (p = 1,00) and history of chronic disease (p = 0,76) didn’t correlate with willingness to pay NHI premi. It could be concluded that willingness to pay NHI premi on traders was sex, income, information about NHI, availability of health facility and ability to pay (ATP). Healthcare and Social Security Agency should optimize the utilization of NHI around car and create a special box for registration of participants in cooperation with the health facility so make them easy to register themselves become NHI participants
