Abstract

Technological advances in the form of handphone have a positive impoct on life that is to facilitate communication between family, friends even tho11gh the distance far. Other than that technological advances also gives negative impoct arising from other factors beyond the usefulness of the handphone that should be. One of which is the occurrence of deviation behavior that developed in the community due to technological advances. Deviation behavior is the behavior of tipsani fraud done by individuals of Tulung Seluang village community Tulung Selapon sub district Ogan Komering llir district. This research is to know the process of behavior of tipsani fraud and factors that cause some people in the Tulung Seluang village community do tipsani fraud. The theory used is Differential Association from Edwin H. Sutherland which explains that the behavior of evil is learned The research method used qualitative is which descriptive. The data sources were derived from primary data through observation and interviews on the research object whereas secondary data obtained through documentations. The number of informants were is people consist of 9 main informants ie individuals who commit of lipsani fraud and 6 supporting informants such as village head, religious leader, public figure of TulungSeluangvillage community and 3 victims of tipsani fraud. The result showed, the process of behavior of lipsani fraud ie the motive lo commit tipsani fraud is to earn money the easy way. Encouragement and rationalization of tipsani fraud is the lack of reports captured by the authorities, easy access to learn tipsani fraud, public acceptance of behavior of tipsani fraud, "great" acknowledgment of the community if successful winning tipsani fraud in the large quantities. Implementations of lipsani fraud of deception is the technique of doing tipsani fraud The result of tipsani fraud other than that factors that cause some people in the TulungSeluang village community do tipsani fraud which consist of internal factors and external factors.
