Abstract
Indonesia is the largest producer and exporter of Crude Palm Oil (CPO) in the world, the Indonesian government has an interest in the CPO industry both to meet the vegetable oil needs of the community and as a source of income and foreign exchange for Indonesia, on the other hand CPO is also a very competitive world commodity with high demands compared to other types of vegetable oil both as food, fuel, cosmetics and others have caused CPO prices to fluctuate in the international market. This study examines the impact of fluctuating CPO prices, the response of the Indonesian government and the world along with other factors on the CPO industry as seen through the conditions of industry concentration, technical efficiency and competitiveness of the Indonesian CPO industry. The data used in this study are data on the Indonesian CPO industry, the number of Indonesian CPO companies, data on components of Indonesian CPO production, world CPO prices, sunflower oil prices, international trade data such as international CPO prices, and policies related to the CPO industry. In this study, data were obtained from the Indonesian Central Bureau of Statistics (BPS), World bank, UN Comtrade, using annual data for 2001-2020. The analytical methods used in this study are Concentration Ratio (CR4), Stochastic Frontier Analysis (SFA), Revealed Comparative Advantage (RCA), and the Two Stage Least Squares (2SLS) simultaneous equation model. The results showed that in model 1 Industry Concentration (CR4) simultaneously exogenous variables (competitiveness, technical efficiency, world CPO prices, RSPO policies, cooking oil prices, and CPO exports) have a significant effect on the concentration of the Indonesian CPO industry. In model 2 Technical Efficiency (E) simultaneously exogenous variables (industry concentration, palm oil industry land area, biodiesel policy, and industrial diesel prices) have a significant effect on technical efficiency. Model 3 Competitiveness (RCA) simultaneously exogenous variables (industry concentration, technical efficiency, CPO price, sunflower oil price, RSPO policy, biodiesel policy, and Malaysian CPO exports have a significant effect on competitiveness
