Abstract

This thesis entitled “Effectiveness of The Under-Utilized of State-Owned Assets in Increasing Non-tax State Revenue Human Rights Ministry Regional of South Sumatera.” The Purpose of this thesis is tu describe how Human Rights Ministry Regional of South Sumatera do their under-utilized assets in increasing non-tax state revenue. This thesis use qualitative research method with in depth-interview and supported by observation and documentation data. The main principles of under-utilization state-owned asset is those property does not use for organisasion’s daily activity. Moreover, the purpose of utilization state-owned asset is increasing Non-Tax State Revenue. The under-utilization state property on Human Rights Ministry Regional of South Sumatera is dominated by rental of official house that done by 25 of 27 work unit of Human Rights Ministry Regional of South Sumatera. It has an impact on overall Human Rights Ministry Regional of South Sumatera’s Non-tax State Revenue. Prison Women class IIA Palembang is one of work unit of Human Rights Ministry Regional of South Sumatera which do the utilization on its building and land so it can increase Prison Women class IIA Palembang’s Non-tax State Revenue. The other work unit on Human Rights Ministry Regional of South Sumatera is Confiscated storages and Seized House Class I Palembang which do the utilization on its official hause only, so it get The lower non-tax state revenue. The conclusion based on this statement is The under-utilization state-owned property on Kanwil Kemenkum Sumsel is impacted to its Non-Tax State Revenue. Under-utilized assets which is utilized by Human Rights Ministry Regional of South Sumatera is not much, and The Non-Tax State Revenue that it get is not much.
