Abstract

The law No. 23 year 2014 about Region Government and The Law No. 27 year 2009 about Compotition and Position of MPR, DPR, DPD and DPRD have mandated by DPRD/DPRD for operating legislation function (making the law policy). This function has been run together with the Regional Head to arrange Region Law. Without intending to waive the two other functions (controlling and budgeting), but in this moment legislation function has vital constellating Considering that the problems getting more complicated in the region as the result of the Boardest implementation of regional autonomy. Therefore, the aim of this research is to know the process of legislation function implementation, especially initiative right of DPRD in making of Ogan Komering Ulu East Regency Region Law on 2017. This research used qualitative descriptive methodology by describing the problem that exists, and then analyze the data obtained from interviews, direct observation, and related documents. After that, the result was interpreted and deeply analyzed according to the aspect in this research. The results of this research shows that DPRD on Ogan Komering Ulu East Regency has done the legislation function according to regulation of DPRD this can be seen that from 24 Region Laws that entered in region legislation program in 2017, 22 of them have been ratified. But, DPRD Ogan Komering Ulu East Regency has not been used the initiative right in order to arrange and suggest the draft of Region in Ogan Komering Ulu East, whereas DPRD should have been become the forefront to initiate the making of region policy because DPRD has reses mechanism as direct society aspiration, so it considered that the Region Law which is resulted would correspond to community’s needs. Some factors that influence are : dimension of obedience level of regional regulation in drafting procedures, approval and stipulation of Ranperda become Regional regulation, enactment of local regulations. The dimension of the fluency of routines function: the discussion about the first step, the discussion of the second step, the third, and the forth one. As well as the performance and the expected effect: the formed regional regulation initiated by DPRD, the lack of knowledge and ability of DPRD members about legistative technique, among DPRD members to local government has a good communication.
