Abstract

The purposes of this thesis are knowing and understanding a single tuition of policy advocacy process for collage student class of 20 I 3 Sriwijaya University which is done by the collage sh1dent (The group of Caring 9'i' a single tuition). The background of this thesis is the application for submission of a single tuition in 9'hterm to Rector Sriwijaya University. It was counducted by collage student class of 2013 in 9'hterm who joined in The group of Caring 9'h a single tuition by advocating decrease a single tuition in 9'hterm. This thesis use descriptive-qualitative method. The data are collected by in-depth interview method, documentation, and observation method. The theory on this research is Policy of Advocacy Theory by Topatimasang and friends, which contain ten steps.aim and strateges, manage and packthe information, gather a/lie, filed a match, make a public opinion, develop basic action.also monitor and rate the program evaluation. The result of this research show that a single tuition of policy advocacy for collage student class of2013 in Sriwijaya University did efectiveless. There are some steps of advocacy which did not run optimally, the issues chosen have a positive impact on economically disadvantages students but are in conflict with the prevailing regulations, less of support for manager board of sriwijaya university, unclear the aim of advocacy, uncompleted the support data and the method is chosen badly and causecan not reach a whole of the purpose of this advocacy. As fpr suggestion given that The group of Caring 9'h a single tuition must go through the stage of advocacy optimally, have complete and valid data and seek support not only from students but also parties who have strategic positions and important content either outside of the campus.
