Abstract

This research is based on the existing problems in Palembang City, especially in the process of waste management system in Sukawinatan City Disposal Site of Palembang City. In its implementation at the end of Palembang sukawinatan landfill has not implemented the process of waste management system based on the Local Regulation of Palembang City No. 3 of 2015. The research location is located at Jalan Sukarela Km 7 District Sukarame Palembang. This study aims to find out the Process of Waste Management System at TPA Sukawinatan Palembang City In Order Implementation of Local Regulation of Palembang City Number 3 Year 2015 and to know the supporting and inhibiting factors in the Process of Waste Management System at TPA Sukawinatan Palembang City In Order Implementation of Local Regulation of Palembang City Number 3 Year 2015. The method used in this study is descriptive qualitative. The theory used in this research is the theory according to Ripley and Franklin in measuring a successful implementation then there are 3 dimensions of bureaucracy compliance level against a provision applicable and regulated in the law, in this case what is seen is bureaucratic behavior, smoothness of routine functions and the absence of problems, and the realization of desired outcomes and impacts. The results of this research suggest to the Department of Environment and Sanitation of Palembang City (DLHKKP) and Sukawinatan Palembang TPA to study more deeply about the benefits and objectives of the use of Local Regulation of Palembang City Number 3 Year 2015, and more consistency in implementing Local Regulation of Palembang City Number 3 Year 2015 in order to run optimally.
