Abstract

The study discusses the Network of Actor in the Social Rehabilitation Assistance Program for Physical Disabilities in Muara Enim based on the Actor Network Theory from Michel Callon, including Problematization, Interressement, Enrollment, and Mobilization. The background of this research is that there is a gap between actors which results in an unstable network. The research method uses is qualitatibe research. Sources of data used are primary data and secondary data. Data collection technique uses through observation, interviews, and documatation. The results showed that the network actors in the Social Rehabilitation Assistance Program for Physical Disabilities in Muara Enim district at the Problematization stage showed that this program was based on the Ministry of Socail Affairs of Republic Indonesia, and the Social Service is actor the implementating program. Interressement program events that are social activities so as to attract actor to contribute. Enrollment shows that this program focuses on the perfomance of the Social Service as the main actor implementating program, and those who have a role in assisting program implementation are actor in Socia Welfare Potential and Resources. At the mobilization stage shows carried out at the sub-district and village levels is an important effort in moblizing the actors involved. And capabilities that must be carried out by the Social Service to improve capabilities through a coaching program for beneficaries and actors involved in a sustainable manner. The obstacle faced by the network of actor in this program was the lack of time and opportunity to have discussions with each other
