Abstract

This research to know the competence of civil government officials in the use of Sistem Informasi Pemerintah Daerah (SIPD) or digital literacy using SIPD at Secretariat Dewan Perwakilan Rakyat Daerah (DPRD) of Palembang City. SIPD is a system that can provide and process data related to area development so that it can be information used as a material of consideration for decision making. SIPD has been regulated in the Permendagri No. 70/2019 about Sistem Informasi Pemerintah Daerah. The type of research used is qualitative with data sources from observation, Deep interview, and documentation. Data analysis is done with data collection, reduction of data, data presentation, as well as withdrawals. The number of informants in this research is three person who is civil servants The study uses the theory of digital literature that consists of four aspects: underpinnings. background knowledge, central competencies, Attitude and Perspective. The result showed that digital literacy civil servants at Secretariat DPRD of Palembang City overall was less than satisfactory. Therefore, the recommended advice in this study is to conduct routine technological guidance to employees who are considered less capable in using SIPD and to socialize when new changes related to the use of SIPD.
