Abstract

Civil Servant performance appraisal based on PERMENPAN RB Number 8 of 2022 concerning Performance Appraisal System where the regulation was only implemented in July 2021 to 2022, for 2023 PNS performance assessment based on PERMENPAN RB Number 6 of 2022 concerning Management ASN performance. Changing policies make employees feel difficult and learn again, lack of reward and lack of communication in formulating SKP which is carried out in a hierarchy from superiors to employees makes the process of formulating SKP lengthy. The purpose of this study was to determine the effectiveness of implementing the PNS performance appraisal system in 2022 at the BKPSDM Ogan Ilir Regency. This type of research is descriptive quantitative research. Data collection was carried out by distributing questionnaires to 27 civil servants. Data analysis was carried out quantitatively and followed by descriptive analysis based on secondary data in the form of observation, documentation and interviews. The results showed that the implementation of the PNS performance appraisal system at BKPSDM Ogan Ilir Regency has not been running effectively, constrained by sensitivity determinants, namely no reward, reliability, namely unilateral assessment, acceptance due to lack of communication between employees and superiors, assessors and practicality, which is difficult to understand at the beginning. implementation of the performance appraisal system. The suggestions given for the future are in the form of theoretical advice, namely reviewing research related to performance appraisal with variables of motivation and influence and dividing the research focus on PPPK and civil servants, for practical advice, namely using the 360 method in performance appraisal and conducting training and technical guidance.
