Abstract

Child abuse is a problem that must be addressed, one of its forms is child sexual exploitation. The development of ICT and easy access to the Internet have increased acts of child sexual exploitation in the online domain, which is referred to as online sexual exploitation of children (OCSE). The need for attention to OCSE in Indonesia makes one of the non-state actors, namely ECPAT, take part in dealing with OCSE issues. This study aims to explain the role of ECPAT as an INGO in dealing with OCSE issues in Indonesia. This study uses qualitative research methods using primary data through interviews and secondary data from journals, books, articles, internet news portals and laws. This study uses the NGO theory by Shamima Ahmed and David Potter through 3 dimensions, which are advocacy, agenda setting, and public education to see the political role of NGOs. The results of this study indicate that ECPAT plays an advocacy role in conveying information about the dangers of OCSE through the #SafeInternetSaveYou digital campaign and becoming a YouTube Trusted Flaggers partner. ECPAT together with Ministry of Women Empowerment and Child Protection pushed for the legalization of the Roadmap for Child Protection in the Online Domain and conducted Disrupting Harm research to to examine OCSE issues partnering with INTERPOL and UNICEF as part of their agenda setting role. Finally, ECPAT performs a public education role to educate public about child safety in the online domain through the AMAN Project Training. Through these five programs ECPAT has carried out the 3 roles described.
