Abstract

The Covid 19 pandemic has had a very significant impact, one of which is in the health aspect where the high number of positive cases and deaths due to Covid 19 has occurred in all countries in the world. The phenomenon of the brain itself is the loss of professional staff in one country to another. Therefore this research was made to analyze the potential for brain phenomena that occurred in Indonesia caused by the sending of Indonesian health workers to Germany. In this study, researchers used the concept of brain drain by Frederic Docquier to analyze the potential for the phenomenon of brain drain in Indonesia which is caused by two factors, namely pull factors and push factors. This study uses a descriptive qualitative research design. The results obtained from this study are that the phenomenon of brain drain can occur in a country caused by two factors, namely pull and push factors which consist of several aspects such as economic, social, culture, and infrastructure. Indonesia will experience a brain drain phenomenon if health workers, especially nurses, do not return to Indonesia and choose to live in Germany. However, based on related data from the existing elements of the causes of brain drain, this is certainly a consideration for professional workers, especially Indonesian health workers, to return to Indonesia. Therefore, if professionals, in this case are Indonesian health workers who work in Germany, then return to Indonesia within a certain period of time, it will actually have an impact on the brain gain phenomenon in Indonesia or the return of experts and professionals to their country of origin and then can be used to build and advancing the country of origin, especially in the health sector.
