Abstract

The Standard Inpatient Class Policy (KRIS) is a public policy for the JKN program aimed at equity and improving the quality of hospital health services in accordance with the basic health needs (KDK) of the community based on the mandate of SJSN Law No. 40 since 2004. However, until now the implementation still requires a lot of considerations and adjustments which have resulted in the emergence of pros and cons in the community as service users (non-PBI participants) who pay contributions. This study aims to analyze the perceptions of non-PBI participants regarding the plan to implement the KRIS JKN policy based on the Health Belief Model theory using a cross-sectional quantitative method from 100 respondents at RSUP Dr. Mohammad Hoesin Palembang through questionnaires and google forms during April 2023. The statistical test results showed that respondents had positive (96%) and negative (4%) perceptions. Based on HBM perceptions, respondents have perceived susceptibility (95%), seriousness (98%), benefits (95%), barriers (61%) and self-efficacy (68%). The results of the chi square test obtained statistically significant variables were age (p=0.029), income (p=0.005) and other variables that were not related were gender, education, occupation and number of family members. It is hoped that the government will increase the dissemination of information and outreach to the public regarding the KRIS JKN policy and be able to review the regulations on national service guidelines (medical and non-medical) for standard class hospitals including recalculation of rates and contributions to the KRIS JKN policy with the ability and willingness to pay participant contributions according to the needs and expectations of the public in the community.
