Abstract
Health is the most important part needed by every human being. During the pandemic, human health experienced a decline and many individuals felt sick. This happens due to a lack of health workers who do not get the appropriate human resource needs. Researchers use a qualitative approach with phenomenology to see the perspective of the target participant in the research object. The locations that will be used as research targets are 4 (four) places, namely 2 (two) Inpatient Health Centers, namely the Prabumulih Barat Health Center and Prabumulih Timur Health Center, and 2 (two) Non-Inpatient Health Centers, namely the Sukajadi Health Center and the Karang Raja Health Center (Delinom) in Prabumulih City. The analysis technique used in this research is triangulation which includes reduction, presentation of data and conclusions. The results prove that the workload in the Prabumulih health center shows a large number. This causes employees to experience a decrease in performance. Working time of 11 hours based on WISN theoretical calculations indicates the need for equal distribution of health human resource needs within the puskesmas. The results of the interviews showed that there were several problems that required problem solving, such as proposing additional health workers from adding first aid and contract workers. It was concluded that the need for inpatient and non-inpatient Puskesmas health human resources in Prabumulih City was on average in the low category. The distribution of health human resources at inpatient and non-inpatient Puskesmas is still uneven, so there are some deficiencies in certain fields. Even though the performance of health workers in hospitalization is on average in a good category, some problem solving is still needed to be resolved.
