Abstract

Along with the continuing decline in population emised by the cetacenn population, there are many threats, auch as noise and marine debris, from vartous human activities that have a ncgative impoct on marine ecorystems, such as activities that can pollute and even damage ecosystems in the sen. Based on data from the Ministry of Maritime Affairs and Fisheries compiled directly by the Directorate of Conservation and Marine Biodiversity, there were 103 marine mammal strandings in 2015. 225 in 2016. 143 in 2017, 154 in 2018, 142 in 2019, even In 2020, there were 107 cetacean strandings recorded. Since 2012, the Indonesian Ministry of Maritime Affairs and Fisheries has Istued a guideline on handling stranded marine mammals and has carried out several outreach programs to train people on how to handle them. The Ministry of Maritime Affairs and Fisheries also forms relationships with partners regarding the handling of stranded marine mammals, such as carrying out a number of collaboration programs with one of its partners, namely WWF Indonesia. As one of the largest INGOs, WWF Indonesia plays a role in conserving endangered marine animals, such as marine mammals. The theory that supports this research is the INGO (International Non Governmental Organization) theory put forward by David Lewis and Nazneen Kanji, with three roles: implementers, catalysts, and pariners. The research method that the author uses is the descriptive-qualitative method, with the aim of describing facts that are directly related to the problem under study. Data from this study were collected through library research, online data tracking, and documentation. The results of this study indicate that WWF has succeeded in proving its role as an INGO engaged in animal conservation through its efforts to conserve marine mammals. This was marked by WWF having carried out and fulfilled the three roles of INGO according to the theory promoted by David Lewis and Nazneen Kanj Keyword: Conservation Iuternational Non-Governmental Organization, Marine Mammals
