Abstract

This research is motivated by the issuance of certificate of Cooperation Cooperative Number (NIK) in cooperative of Cooperation Department, UKM of South Sumatera Province until 2017 only amounted to two cooperatives from total of 114 cooperatives built. Here is the existence of data synchronization in ODS (Online Data System) with existing reports . This study aims to find out the implementation of the issuance of certificate Number of Cooperatives (NIK) in the Cooperative Office, UKM South Sumatra Province. The method used in this research is qualitative method. Data collection techniques were conducted through in- depth interviews and documentation studies. The theory used in this research is George C. Edward III theory in determining the successful implementation of a measuring policy of four dimensions of communication, resources, disposition and bureaucratic structure. Based on the results of research in the field shows that neither communication, resources, disposition, or bureaucratic structure has not gone well. The conclusion of this research is that Implementation of Policy of Issuance of Certificate of Parent Number of Cooperative (NIK) In Cooperative Department, UKM of South Sumatera Province has not succeeded. This research gives suggestion that implementation of NIK certificate can run well then: (1) budgeted fund according to work load, (2) coordination with co-operatives on RAT report (Annual Member Meeting), and (3) support to Ministry of Cooperation program and UKM RI regarding the issuance of NIK certificates.
