Abstract

Crowd management and control has become a significant issue in the events industry due to the massive increase in organizing events such as concerts. This research aims to determine the application of crowd safety management in controlling risk management at the pre-event stage. This research method is descriptive with a qualitative approach and data collection through in-depth interviews, observation and document review. The research informants numbered 7 people consisting of concert event organizers, venue managers and concert audiences. Based on the research results of 7 components based on the CHSE Guidelines for the pre-event stage, it was found that 4 variables included coordination with related parties, public communication, flow management, registration and ticketing systems that met the standards, and there were 3 variables that did not meet the standards, including the event venue, facilities and variables. health equipment and work procedures. Meanwhile, from the results of the risk assessment, 12 possible risks were obtained with 5 risks that need to be mitigated. The conclusion from the research results was that in general the holding of concerts at the Jakabaring Sport City Athletic Field II did not meet the CHSE Guidelines. To improve the crowd safety management plan for holding concerts, it is necessary to fulfill the CHSE Guidelines as well as effective risk management for event organizers and venue managers.
