Abstract

In 2022, the coverage of JKN participants in Palembang City reached 99.18%of the total population of 1,721,392 people. Meanwhile, the number of peoplewho have not enrolled in the JKN program is 14,079. Based on a preliminarysurvey conducted by the researchers through brief interviews, it was foundthat 8 out of 10 traders have not yet registered themselves in the JKN Program. Thisresearch aims to understand the perception of street vendors (PKL) regardingtheir participation in the JKN program in the 16 Ilir Market area of PalembangCity. This study employs a qualitative approach with purposive samplingmethod. The main informants in this study are 8 street vendors and 1 BPJSof icer who was not able to cooperate during the interview. The results of thestudy indicate that PKL who do not perceive vulnerability tend to not exhibit thebehavior of enrolling in JKN. Similarly, those who do not perceive the benefitsof JKN and face barriers tend to not exhibit the behavior of enrolling in JKN. Inthis research, perceptions of severity and cues to action do not change theperception of enrolling in JKN behavior. The suggestion for the institutionis toincrease socialization ef orts through cadres spread throughout the BPJSworking area, asthisis crucial in raising awareness and knowledge amongPKL.
