Abstract

This research is entitled Capacity Development in Participating in Education and Training of Study Employees at the Secretariat of the Regional People's Legislative Assembly of South Sumatra Province, which raises issues related to the participation of employees in participating in training because there is still an imbalance between structural, functional and implementing officials in attending training. The purpose of this study was to determine the development of institutional capacity in participating in education and training studies at the Secretariat of the Regional People's Representative Council of South Sumatra Province. As for this study, Horton's theory of capacity development is used with the dimensions of resources and management. This study used qualitative methods, with interview techniques, documentation and observations were analyzed using the atlas.ti application. The results of this study are that there is still a discrepancy between the number of employees who attend training and the total number of employees, technology and finance are adequate, but management programs and processes are still lacking, special evaluations from leaders and the need to collaborate with other agencies to organize training.
