Abstract

This research is motivated by several phenomena, namely the utilization of aid that has not been in accordance with the provisions, proposal mechanism that is still less than optimal and PIP fond raising must be done at the specified bank. The phenomenon is regulated in the guidance of the implementation of the Smart Indonesia Program 2016. This thesis aims to know the process of Implementation of Sman Program Indonesia Policy (PIP) in SMA Negeri I Sungai Li/in 2016. The study was conducted in SMA Negeri 1 Sungai Lilin. The research type is descriptive research using qualitative research method. Types of data used are primary and secondary data, while data collection techniques are done through observation techniques, interviews, and documentation. This research uses implementation theory model proposed by Donald Van Metter and Carl Van Horn. The results of this study indicate that the implementation of the program has been running with the maximum. It is seen from the utilization of less-used grants properly, the proposal mechanism that has not been optimally done, the mechanism of taking the grant to be done at the determined bank, and the socialization activities that have not been well run. Suggestions related to the findings of the previously described constraints, which are lo continue this program in subsequent years by making improvements in the future. Next, socialize the Smart Indonesia Program by holding meetings and giving counseling directly to students and parents. Then the school should be more careful in conducting proposals to students who are eligible to receive assistance and supervise the use of funds obtained by students to be used properly .
