Abstract

This research discusses the implementation of good governance in the service of micro business permit certificates at the Pendopo sub-district office, Empat Lawang district. Based on the principles of good governance according to Sedarmayanti (2013), namely accountability, transparency, participation and supremacy of law. This research is motivated by phenomena related to employee discipline regarding working hours regulations, decreasing employee absenteeism. The research method used is descriptive qualitative research with atlas.ti software. The data sources used are primary data and secondary data. Data collection techniques through interviews, observation and documents. The results of the research show that the implementation of good governance in the service of micro business permit certificates at the Pendopo sub-district office of Empat Lawang Regency is not optimal due to several factors, namely the lack of community participation regarding criticism and suggestions, the decreasing level of employee discipline and limited facilities and infrastructure in providing SKU services. The suggestions given in this research are, preparing SKM for archives related to criticism and suggestions from the public, completing the facilities used to provide SKU services, providing education and training for employees, and implementing punishments/penalties.
