Abstract

In 2017 there was a diplomatic crisis between Qatar and Saudi Arabia and its regional allies (United Arab Emirates, Egypt, Bahrain) which caused Qatar to be blockaded and boycotted by other gulf states, this severance of diplomatic relations occurred due to Qatar being accused of establishing cooperative relations with Iran which is (Saudi Arabia's rival) and supporting the Muslim Brotherhood group (which is considered terrorist by other gulf states). Then in 2021 Saudi Arabia, the United Arab Emirates, Egypt, Bahrain, agreed to lift the blockade on Qatar which was implemented at the 41st GCC summit and mediated by Kuwait and the United States. This study aims to find out how the process of normalizing Qatar's diplomatic relations with other gulf states (Saudi Arabia, United Arab Emirates, Egypt, Bahrain). The data collection method carried out is secondary data, and the concept used in this study is the concept of normalization, and the data analysis techniques used qualitative data. Based on the results of the analysis, in 2021 there was a process of normalization of Qatar's diplomatic relations with other gulf states through formal, and informal approaches, mediation by third parties Kuwait and Amerika Serikat, opening restriction of embargo ,negotiations between countries, and continuing diplomatic relations. With some of these processes in place, the normalization of diplomatic relations between Qatar, Saudi Arabia, UAE, Egypt, Bahrain has been officially approved.
