Abstract
The PT Pertamnia (Persero) RU III Plaju oil and gas refinery industry is included in major hazard installations which has a high risk of major accident occurrence such as fire in the storage tank. The larger the diameter of the tank, if there is a fire, the consequences of heat radiation exposure will be further away. Therefore, pre-fire planning analysis was carried out on tank 201 with the largest storage capacity in RU III Plaju so that it could prepare a fire emergency response plan in the event of a fire in the storage tank. This research uses descriptive observational method using a qualitative approach analysis involving ALOHA (Area Location of Hazardous Atmospheres) software to simulate a worst-case scenario of un-obstructed full surface fire on tank 201 by predicting and measuring the extent of threat zones generated from pool fire fire modeling. The research results from data processing into ALOHA show the most dangerous threat zone, namely in the red zone with heat radization exposure of> 10.0kW / m2 as far as 110 meters from the burned tank 201. The output from ALOHA then became the supporting data in the making of Pre-Fire Planning to later become the basis of reference during emergency drill or fire emergency response training on tank 201. The implementation of fire emergency response was seen from the procedure aspect, emergency response team, engineering and media the blackouts carried out are good enough in accordance with the emergency response guidelines set by the company. Likewise, the availability of fire prevention facilities and infrastructure is sufficient, only in the 201 tank has no Foam Chamber been installed. Suggestions from this study should PT. Pertamina (Persero) RU III Plaju to immediately install Foam Chamber on the tank 201.
