Abstract

Skripsi ini“Pelaksanaan Peranan Kepolisian Dalam Mengungkap Kasus Perjudian Toto Gelap di Kepolisian Sektor Penukal Abab”. Toto gelap merupakan salah satu jenis tindak pidana yang terkategori dalam unsur tindak pidana perjudian, sebagaimana yang diatur dalam Pasal 303 KUHP dan Undang-Undang Nomor 7 tahun 1974 tentang Penertiban Perjudian. Kabupaten Pali termasuk sebagai salah satu wilayah yang signifikan dalam jumlah terjadinya tindak pidana perjudian togel ini. Peranan kepolisian seyogyanya dapat optimal tidak hanya dalam upaya represif, tetapi juga dalam upaya akomodatif-preventif dalam rangka mengungkap dan menyelesaikan persoalan perjudian yang dewasa ini semakin bervariasi mengingat perkembangan teknologi informasi yang semakin cepat, khususnya di wilayah Kecamatan Penukal Abab yang menjadi salah satu wilayah di Kabupaten Pali dalam menyumbang angka terjadinya tindak pidana perjudian toto gelap ini. Namun berdasarkan data yang penulis dapat selama penelitian ini dilakukan, terdapat 7 hingga 11 kasus sepanjang tahun 2017-2018. Hal ini, tentu dipengaruhi oleh banyak faktor, tetapi tentu persoalan ini tidak hanya menjadi persoalan masyarakat semata, tetapi juga persoalan optimalitas peranan kepolisian dalam hal ini kepolisian sektor (Polsek) Penukal Abab dan steakholder yang ada didaerah yang tidak terlalu optimal dalam menyelesaikan persoalan ini.
