Abstract

SIAK is a population and civil registration service application managed by Dinas Kependudukan dan Pencatatan Sipil (Disdukcapil) Kota Palembang. The management of this application aims to provide the best service and run the Dukcapil Go Digital program. However, based on interviews with Dinas Kependudukan dan Pencatatan Sipil Kota Palembang, in practice there are still several problems with the SIAK application. Therefore, it is necessary to evaluate IT governance to be able to optimize IT use, measure the level of maturity and identify deficiencies in management as well as provide recommendations for improvement so that the SIAK application can be managed well. Measuring the level of maturity in this research uses the COBIT 2019 framework. In this research, it starts with mapping the Goals Cascade COBIT 2019 domain by identifying specific stakeholder needs and obtaining 4 (four) objectives which are the focus of measuring maturity levels based on organizational problems, including the objective code BAI03, APO11, BAI09, and APO07 are used to measure the capability level of the selected objectives to produce a maturity level. The results of measuring the maturity level show that the BAI09 objective is at level 5 and APO07 is at level 4 which has reached its maximum level. Meanwhile, objective BAI03 is still at level 3 and APO11 is at level 2. From the results of the gap analysis, Dukcapil Kota Palembang expects the maximum level for each objective. Because objectives BAI03 and APO11 have not reached the target level, recommendations for improvement are given.
