Abstract

This research is titled "Analysis of Passive Compliance in Indonesia in Implementing ASEAN Open Sky." ASEAN Open Sky is a policy aimed at opening up the free air transportation market within the ASEAN region. The ASEAN Open Sky agreement consists of three main instruments, namely the AMAAS agreed upon in 2009, MAFLAFS also agreed upon in 2009, and finally MAFLPAS, which was agreed upon in 2010. In this research, the researcher employs a qualitative research design with a descriptive approach. The study explains why and how Indonesia engages in passive compliance by designating only 5 out of its 27 international airports. The results of this research indicate that there are two main reasons why Indonesia undertakes this adjustment: firstly, Indonesia aims to protect domestic aviation businesses and, secondly, the inadequate infrastructure of other international airports, both in terms of primary infrastructure such as taxiways, runways, and airport capacity, as well as supporting infrastructure such as toll roads, national highways, and public transportation.
