Abstract

This study aims to analyze how ASEAN responds to the latest case of of Trafficking in persons (TIP) in the Southeast Asian region which is known to have a link with scam online operations with the modus operandi of offering high-paying jobs in the Southeast Asian region in 2021- 2023. The concept used in analyzing the ASEAN response in response to the TIP case is to use a non-traditional alternative approach which is the result of an exploratory research project of the Federal Transnational Crime Working Group, namely the Principles of Effective Responses to Transnational Crime which has six dimensions including regulatory policies and programs, financial transaction reporting, taxation policies and programs, civil sanctions, foreign policy approaches, security intelligence agencies. In this study researchers used descriptive qualitative methods. This study describes how ASEAN responded to the case by utilizing the 42nd ASEAN Summit held in Lombok, Indonesia as a forum to discuss the urgency of the case through the Chairmant Statement issued by Indonesia. The results of this study showed that ASEAN responded to the case with responsiveness. The response is based on the commitment stated in the ASEAN Leaders Declaration on Combating TIP Caused by Abused Technology which invites ASEAN Leaders to provide immediate and cohesive responses to case dynamics. Based on this commitment, ASEAN is taking concrete steps to strengthen cooperation through ASEAN Member States and the people's Republic of China Regional Cooperation Roadmap, Aseanapol (Meeting on Job Scam Involving Malaysia Citizen in Myanmar), joint operation, and strengthening the implementation of the agreement that has previously been owned by the ASEAN Convention Against Trafficking in Persons, Especially Women and Children.
