Abstract

The high risk in the oil and gas industry demands an effective Occupational Health and Safety Management System (SMK3). Despite technical safety improvements, accidents still occur, and human factors become dominant. PT X, as a contractor for the Oil and Gas Mining Business Entity (KKKS), has implemented SMK3 and focused on a safety culture. Safety culture at PT X is a primary focus with leadership programs, including the Supervisory HSE Expectation Card, also known as the Supervisory Checklist (SCL). This program involves line management in daily activities such as safety talks, safety observations, and Site Self Audits. Life Saving Rules (LSR) are integrated to emphasize life safety. Regular safety meetings and HSE campaigns have also had a positive impact, resulting in a decrease in accidents over the past three years. Despite positive progress, the maturity level of the safety culture in 2022 reached 2.93, slightly below the Management's target of 3 (independent). Therefore, this research will explore employees' perceptions of leadership and management commitment, OHS objectives, targets, and work program, OHS regulations and procedures, OHS information and communication, as well as training, knowledge, and employee competence. The research results are expected to provide insights to enhance and sustain safety culture through employees OHS perceptions at PT X Oil and Gas in South Sumatera. This study aims to analyze the main determinants of employees OHS perceptions regarding the safety culture in the Oil and Gas Company at PT X in South Sumatra. To understand how employees OHS perceptions working at PT X Oil and Gas in South Sumatra towards OHS Culture. Analyze Occupational Health and Safety Culture in the Oil and Gas Company at PT X in South Sumatra. Analyze the relationship between OHS culture based on leadership and management commitment, OHS objectives, targets, and work program, regulations, and procedures, OHS information and communication, as well as training, knowledge, and employee competence with employees OHS perceptions. This study is quantitative in nature with a cross-sectional approach. The population sample calculation technique utilizes the Slovin formula. The employee sample is determined using the proportionate stratified random sampling technique, taken proportionally from various departments at PT X Oil and Gas in South Sumatra. All hypotheses were accepted. Training, Knowledge, and Competence are the main determinants influencing employees OHS perceptions of OHS Culture. The R-Square value of OHS Perception is 0.370, meaning that the OHS culture measured from Leadership and Management Commitment, Work Program, Regulations & Procedures, OHS Information and Communication, Training, Knowledge, and Competence can explain, or influence OHS Perception by 37%, the remaining 63% is influenced by other factors not included in this study. The main determinants influencing employees OHS perceptions of safety culture at PT X Oil and Gas in South Sumatra are Training, Knowledge, and Competence.
