Abstract

The aim of this research is to analyze principle factors of Divre Sumsel in determining the of peasant’s rice buying and its effect to Divre Sumsel decision, to determine the suitable time for Divre Sumsel in buying peasant’s rice and to analyze mechanism between peasant’s rice buying by Divre Sumsel and rice cost level accepted by peasants. The research i s done i n Lempuing Region on March 2004 by using survey research method to gain a large description about rice condition. Samples are collected by using simple random method to fifty sample peasants. Data collection method used is interview to sample peasants and institutions, namely Divre Sumsel, Agriculture Department, and Lempuing Region Government. From the result of research, it is known that independent variable can explain dependent variable about 88 percent. F-test shows that independent variable, simultaneously, influence dependent variable in 95 percent belief level, t-test shows that the amount of inhabitants can influence rice buying individually in 99 percent belief level. Rice outcome and rice production can influence rice buying individually in 95 percent belief level, Divre Sumsel has same opportunity in three times existing (harvest season, famine season and time between those two seasons) to do rice buying to peasants. For mechanism of peasant’s rice buying by Divre Sumsel has disadvantage relationship with rice cost level accepted by peasants.
