Abstract

The development of Kapal Betung Toll Road which is one of the section of Trans Sumatera Toll Road caused the change in the function of farmer’s paddy fields that are used to rice farming has now tumed into a toll road. As a result, farmers have lost some or even all parts of their fields, thus losing their main income. This study aims to: 1) analyze the income of farmers households in Arisan Buntal Village Kayuagung Subdistrict Ogan Komering Ilir Regency before and after their paddy fields were converted to the construction of Kapal Betung Toll Road. 2) identify the potential and problems owned by farmers in Arisan Buntal Village Kayuagung Subdistrict Ogan Komering Ilir Regency whose rice fields were converted to the construction of Kapal Betung Toll Road. 3) analyze livelihood strategies that can be developed by farmers in Arisan Buntal Village Kayuagung Subdistrict Ogan Komering Ilir Regency after their paddy fields were converted to the construction of Kapal Betung Toll Road. This research was conducted in October 2018 in Arisan Buntal Village Kayuagung Subdistrict Ogan Komering Ilir Regency. The method used in this study was case study method with sample of 30 farmers whose the paddy fields were converted to toll road construction. The result of this study were that there was a significant difference between the income of farmer’s households before and after conversion of paddy fields with an average income of before is Rp 15.738.527 per year and income of after the conversion is Rp28.954.290,- per year. The potential of farmers is in the form of natural resource potential is Komering River, the potential of human resource is in the form of good farming skills and having family members as labor, and the potential of institutional is having good spirit to live in group. The problems which owned by farmers are the limitation of non agricultural expertise and the lack of institutions for entrepreneurs. The livelihood strategies that farmers have implemented are diversifivation of business and the recommended strategies from the result of SWOT Analysis is SO Strategis or Aggressive Strategic.
