Abstract

This research is motivated by several phenomena, namely poverty is still a strategic issue in the South Sumatra, the assistance through programs and social security has not been on the right ta.rget, labor productivity is still low and also there are a large number of unemployed people in South Sumatra. These phenomena are regulated in South Sumatra Governor Regulation No. 34 of 2016 concerning Amendments to the Work Plan of the Regional Government of South Sumatera in 2017. This research was carried out at the Regional Planning and Development Agency (BAPPEDA), Social Service, and the Manpower and Transmigration Office of South Sumatra. The type of this study is descriptive that uses qualitative research methods. The type of data used is primary data and secondary data. whjJe the technique of data collection has been done through observation, interview, and documentation techniques. This research uses the implementation theory model proposed by Donald Van Metter and Carl Van Horn. The results of this study indicate that the implementation of the program has not run optimally. This can be seen from the data of the poor society which is still referring to the Integrated Data Base (BDT) in 2015, the coordination team for poverty reduction frequently changes, and the commitment and regional consistency in implementing poverty reduction in the regions is not optimal. Suggestions related to the findings of the phenomena outlined earlier, that is the need for updating the data of the poor society, the coordination team for poverty reduction needs to improve its performance, and there is necessary to make a policy on the guidance of data on the poor society used.
