Abstract

This research is entitled "Implementation of Governor Regulation Number 229 of 2022 concerning Additional Employee Income in the Secretariat of the Regional People's Representative Council of South Sumatra Province" which raises the problem of implementing additional employee income policies caused by indiscipline about time which has an impact on the success or failure of the implementation of additional employee income itself.. This study aims to find out how the Implementation of Governor Regulation Number 229 of 2022 concerning Additional Employee Income in the Secretariat of the Regional People's Representative Council of South Sumatra Province. This research uses qualitative methods with descriptive techniques. The theory used in this study is the theory of factors that affect the success or failure of policy implementation by George C. Edwards III, with dimensions of transmission, consistency, clarity, human resources (HR), information, authority, facilities, appointment of bureaucrats, incentives, SOPs, and fragmentation. This research data was obtained from primary data and the results of in-depth interviews conducted with informants or finance staff. Based on the results of the study, it can be concluded that the implementation of governor regulation No. 229 of 2022 concerning additional employee income has been carried out well, but there are still several dimensions that have not been implemented properly, namely lack of quality human resources, inappropriate authority, lack of availability of facilities, lack of understanding of policy implementers, and policy implementers have not implemented SOPs properly.
