Abstract
Various labor issues in member countries almost involve the role of the ILO, starting from the implementation of labor regulatory standards by referring to international standards, to direct participation by involving stakeholders in member countries. With no exception for workers with disabilities who have physical limitations, the ILO also takes part in fulfilling their rights in the world employment. This research aims to discuss the role of the ILO in fulfilling the rights of workers with disabilities in Indonesia during the Covid-19 Pandemic. The rights of workers with disabilities in Indonesia before the Covid-19 Pandemic actually required more attention due to the lack of company involvement in providing worker quotas up to lack of awareness of the importance of the participation of workers with disabilities in the workforce. Meanwhile, during the Covid-19 pandemic, this has become even worse and the presence of the ILO in Indonesia in fulfilling the rights of workers with disabilities will be seen through Clive Archer's theory of the role of International Organizations, namely: Instrument, Arena, Actor. The research results show that through these three indicators, the ILO has garnered support both at the international level and at the local level, namely in Indonesia itself, in fulfilling the rights of workers with disabilities during the Covid-19 pandemic. At the international level, the ILO gains support by holding international forums such as the ILC and G20 in Indonesia to form several draft resolutions at the G20 summit. Meanwhile, at the local level, the ILO invited the Indonesian government to make a joint agreement through the KND which then triggered the local level government to form a disability service unit in East Java. Even though these three indicators provide an explanation of the role of the ILO, addressing the issue of workers with disabilities in Indonesia still faces obstacles, but at the same time it also presents opportunities for the future.
