Abstract

This research is entitled "Innovation of Public Service Based on Application (Haji Pintar) in the Ministry of Religion of Palembang City." Haji Pintar, as an innovation supported by information technolog.. However, in its implementation there are still many people who do not know about Haji Pintar application, so the percentage of online Hajj registrants is still small compared to manual registrants and there are obstacles when using the Smart Haji application. This research aims to find out how the Haji Pintar application is implemented as well as the inhibiting and supporting factors for the Smart Haji application. This research uses the theory of quality of e- Government innovation: Measuring the quality of e-government from the user perspective (Kozak, 2018) which has 6 (six) dimensions. This research uses qualitative descriptive methods and data collection techniques of interviews, documentation and observation. The research results from the implementation of the Haji Pintar application in the Ministry of Religion of Palembang City have been implemented well overall, but there are several things that still need to be optimized, such as socialization that does not reach all community networks and networks that sometimes go down. In terms of appearance and benefits, the application has a practical, simple appearance and provides benefits that make things easier for the public and agencies. In the dimension of ease of use, the Haji Pintar application is easy to use, but sometimes there are errors because the network is down and can only be accessed via Android. In the dimension of reliability of application implementation, there are already competent and sufficient human resources to provide services. In the supporting dimension of registration services in the application, there are sufficient infrastructure and good conditions. In the dimensions of trust and security. prospective Hajj pilgrims are trusted because they are integrated with SISKOHAT. In the dimension of community support, the Ministry of Religion of Palembang City has socialized it but it is less than optimal. Key words: Public Service Innovation, E-Government, Haji Pintar
