Abstract

HIV is a problem in Indonesia in accordance with data that Indonesia occupies the first position of the highest cases in Southeast Asia, the third position in the Asian Pacific region and is included in 1 of the 20 countries with the most HIV cases in the world. However, the presence of the Covid-19 pandemic has diverted the focus of the government, so this study is interested in discussing the role of other actors, namely the International Organization (UNICEF) in helping Indonesia deal with HIV problems, especially for mothers and children. The concept used is based on Clive Archer's qualitative method and sourced from primary data obtained through interviews and from secondary data through literature studies. The result of this research is that UNICEF as an International Organization has a role as an instrument, where UNICEF is used by Indonesia in the program to prevent HIV transmission from mother to child based on the international regime which is then applied to national regulations. then as an Arena, when UNICEF created an international conference and carried out socialization related to Triple Eliminations (TE) and was also active in partnering to conduct webinars related to HIV and provide a forum for everyone to participate through the U-Report platform. Finally, as an independent actor, UNICEF manages funding and focuses on supporting activities that can help address HIV problems, especially in pregnant women and children.
