Abstract
The Whistle Blowing System app is one of the innovations that provides improvements to digital-based alleged corruption complaint services. The research aims to find out how the innovation of the service through the application of the Whistle Blowing System (WBS) in the District Inspectorate of South Sumatra Province and its inhibitory factors. This research uses the theory of innovation proposed by Everett M. Rogers (1995) which has five dimensions. The methods used in this research are qualitative descriptive methods and data collection techniques such as in-depth interviews, field observations and documentation studies. The research results of the Whistle Blowing System (WBS) innovation have been well implemented, but the low SDM and lack of adequate facilities are key factors in the implementation of this WBS application. In the dimensions of relative superiority is clear about the benefits and ease of service, then the dimension of conformity is obvious about the regulations and standards of this WBS application past for the complexity dimension is not implemented well because of the length of time completion and understanding on the WBS service is not appropriate, whereas in the dimension the ability tested is clearly usable as a comparison before and after and in the Dimension the ability to observe is not well implemented because it cannot be said as a new alternative service.
