Abstract

Indonesia is one of the largest nickel producing countries in the world. Indonesia is using a rising global trend, namely electric vehicles using batteries derived from nickel ore. However, the drastic increase in Indonesian nickel production and mining could result damage to environment. So, the government made a policy of downstreaming raw materials to finished products. European Union objected to this policy and sued Indonesia at WTO, where Indonesia declared defeated. However, Indonesia appealed and continued to maintain its downstream policy. This research uses descriptive qualitative methods in analyzing Indonesia’s efforts using the theory of economic defense strategy by analyzing means (nickel potential and government policy), ways (handling DS 592, strengthening smelters, and collaborating with other countries), and ends (success from downstream policy) in defending the nickel ore downstream program against the EU lawsuit (DS 592). The research found that in order to ensure the government's downstream policy against the EU's lawsuit is successful, filing an appeal in DS592 is Indonesia's strategy to delay the decision by finalizing the key sector of smelter development with other countries’ assistance. So when the appeal is accepted, it is hoped that Indonesia’s smelter will be ready and win the DS 592 dispute. Keywords: Nickel, Indonesia, European Union, DS 592
