Abstract

The purpose of this research is to determine the securitization efforts carried out by the Indonesian government in dealing with protection issues that occurred with PMI in Saudi Arabia in 2015-2022. Using a qualitative descriptive method with secondary data sources with data collection techniques through literature study. The author uses securitization theory which consists of three dimensions, namely Securitizing Move, which is carried out by the securitization actor, namely the Indonesian Government, which provides a statement (Speech Act) that there are issues or acts of violation of Human Rights (HAM) as an Existential Threat experienced by PMI as a Referent Object. Then the second dimension is Acceptance by Audience, which is a response from the Target Audience, namely the Government of Saudi Arabia which responded to the Speech Act from the Indonesian Government regarding the Existential Threats experienced by PMI. And finally there are Extraordinary Actions or extraordinary actions issued by securitization actors or the Indonesian Government from 2015-2022, namely: Moratorium on Sending and Protection of Domestic Sector PMI to Saudi Arabia in 2015, Revision of Law no. 39 of 2004 which later changed to Law no. 18 of 2017 concerning the Protection of Indonesian Migrant Workers, the One Channel Placement System (One Channel System) which is believed to be a new invasion in 2019 which was then continued in 2023. And the formation of the Task Force to Eradicate Non-Procedural PMI Sending Syndicates in 2020.
