Abstract

E-katalog merupakan aplikasi belanja online yang dikembangkan oleh Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP), aplikasi ini menyediakan berbagai macam produk dari berbagai komoditas yang dibutuhkan pemerintah. Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor yang mempengaruhi partisipasi UMKM dalam pengadaan barang dan jasa pemerintah dengan e-Katalog di Provinsi Sumatera Selatan. Willem (2012) mengungkapkan bahwasanya pengadaan barang dan jasa yang baik harus memehuni 5 prinsip pengadaan, yaitu efektif, efisien, kompetitif, transparan dan akuntabel. Penelitian ini menggunakan metodologi kualitatif yang akan dijelaskan secara deskriptif. Hasil penelitian menemukan bahwa masih terdapat permasalahan pada aspek efektivitas, efisiensi dan transparan dalam pelaksanaan pengadaan barang/jasa menggunakan e-katalog. Harapannya ke depan e-katalog bisa lebih baik lagi dan bisa terus mendukung perkembangan usaha UMKM.
