Abstract

This research seeks to examine the execution and limitations of innovative governance as a strategy for enhancing public service innovation, led by the Regional Development Planning and Development Agency serving as an innovation facilitator in Palembang City. Utilizing benchmarking concepts derived from the Global Innovation Index and the Government Innovation Index of South Korea, the study employs data collection methods such as interviews, observations, and document analysis. The findings regarding the implementation of innovative governance as a strategy for public service innovation by the Regional Development Planning and Development Agency suggest that it has not been fully utilized due to the lack of inclination within Palembang City's Medium-Term Development Plan (RPJMD) to foster public service innovations. Although Commitment to Change is articulated through a declaration by the Mayor of Palembang and the Regional Secretary, there are no accompanying enforcement measures. Innovation rewards are only allocated within the framework of the best innovation competition. Notably, there is an absence of specific policies addressing public service innovation, and the human resource capacity lacks relevant competencies in innovation. While there is awareness of the importance of innovation at work, there is no dedicated budget for its implementation, and training opportunities related to public service innovation are lacking. Additionally, Corporate Social Responsibility (CSR) is not effectively utilized for innovation implementation, and the utilization of Information Technology (IT) within the agency's workflow remains suboptimal. Key obstacles include the absence of a visionary vision from the local government, the lack of specific funding, training initiatives for human resources in innovation, and the absence of proactive initiatives from the Regional Development Planning and Development Agency to drive public service innovations. Furthermore, there is a deficiency in establishing specific formations to cultivate innovation competencies within the agency.
