Abstract

The globalization of technology is the beginning of the formation of a new collaboration system, with the existence of technology in the field of communication that creates these sophisticated tools that can make it easier to establish cooperative interaction relations between countries for the development of smart and sustainable cities. Indonesia is one of the developing countries that has contributed to transforming technological developments in advancing its country. One of Indonesia's collaborations in advancing its country is cooperation in developing the concept of the ASEAN Smart Cities Network which is carried out with members of the ASEAN organization. One of the three cities selected for developing smart cities through the ASEAN Smart Cities Network is Makassar City. The two main programs of the city of Makassar in the development of smart and sustainable cities are focused on improving health services to remote villages and the integration of the e-tax platform for paying taxes for the people of the city of Makassar. This study uses a qualitative method with a descriptive approach through the concept of international regime effectiveness theory proposed by Arild Underdald using 3 (three) dimensions consisting of output, outcome and impact which discusses the implementation of the ASEAN Smart Cities Network concept in the development of smart cities in the city of Makassar. Through the use of these concepts, answers to questions from this study were obtained.
