Abstract
The purpose of this research is to determine and describe how the implementation of waste and sanitation service distribution in thecity of Prabumulih in 2017. This research s based on the issues of garbage cumulation that occoured in Prabumulih and also the unaccomplished of the garbage retribution target. The theory usedin this study is based on the theory by Ripley and Franklin. There are three aspects to determinant the successful of the policy implementation, such as: the level of compliance, the continuity function of the routine and performance and impact. The research method used in this study is a qualitative description method. Sources of data gained from primary and secondary data, data collection through observation, interviews, and documentation. The results of this study found that the implementation of waste and cleaning service retribution in Prabumulih in 2017 observed from the aspect of obidience level showed that the implementor of the policy had not been submit to the policy, the continuity function of the routine had not run well, the implementor's performance was not good and the desired impact is to no longer have the cumulation of garbage, the achievement of the target retributin and the availability of the facilities and infrastructures for solid waste and sanitation services have not yet been fullfiled. Based on these three aspects, it can be said that the implementation of waste and cleaning service distribution in Prabumulih in 2017 has not been successfull. The efforts that can be made by the Prabumulih government such as, to immediately update the contens of policies that regulate waste and sanitation service retribution, direct policy implementors to understand and comply to policy contens, provide proper hygiene facilities and direct the community to raise awareness to dispose garbage in its place to create clean, healthy and comfortable environment.
