Abstract

This research was based on the background of the lack of maximum budget realization in the Lahat District Library Service. To find out the problem the theory used is the Mahmudi Ratio Theory which sees the problem from 3 indicators namely, analysis of expenditure harmony, analysis of expenditure growth and efficiency ratio. In addition, an analysis was carried out by comparing budget performance for 3 years. The research method used is a mixed method of analyzing quantitative data from financial statements in the form of targets and budget realization and qualitative methods with an analysis of the results of in-depth interviews with informants. The results showed that the budget performance in the Lahat District Library Service in 2015 to 2017 which was seen from the indicators of shopping growth ratio analysis and expenditure analysis was good. Meanwhile, if seen from the indicators of expenditure compatibility analysis, it is not good. This study recommends that the Lahat Regency Library Service must increase the value of operating expenditure and direct expenditure so that harmony between them can occur.
