Abstract

The current flood disaster is a problem that often occurs especially in the city of Palembang. most of the floods are caused by rainfall that is quite high, and the area of residence in the lowlands. However, humans do waste littering in the watershed and water channel, the longer it will accumulate and when the rain comes the river water will overflow due to obstruction by the garbage pile. Because there is no awareness to protect their environment. Therefore, the presence of environmental cadres can provide awareness to the community of the importance of a clean environment. The purpose of this study was to determine the role of environmental cadres in running the Flood Control System program. This study uses qualitative research with descriptive techniques, this study only describes the problems examined in the form of words and analyzed well so that in the end it will provide a good and valid conclusion to the phenomenon or facts that exist in the field. Data collection techniques include interviews and documentation. This study uses the effectiveness theory of Richard M. Steers, which has three benchmarks, namely optimization of goals, system perspective, and pressure on behavior. Based on the results of the study, the role of environmental cadres in the flood control system has been effective. Judging from all the indicators that show good results in accordance with what is expected. Kalidoni Sub-district Palembang City is greatly helped by the existence of environmental cadres in carrying out the flood control system program, for the future it is expected that the community can have a sense of responsibility towards the environment, and the City of Palembang, especially the District of Kalidoni can be free from the problem of floods.
