Abstract

This research is entitled "Implementation of Article 4 of Government Regulation Number 17 of 2013 About Facilitation of MSME Development in PALI District in 2017 ". The backgroundthis research specifically the implementation of Article 4 of Government Regulation Number 17 of 2013 concerning Facilitation of MSME in the field of resources humans Regency Head of District. The purpose of this study is to find out Implementation of Article 4 of Government Regulation Number 17 of 2013 concerning Development Facilitation MSMEs in PALI Regency in 2017. This type of research is descriptive research using qualitative research methods. The type of data used is the primary data type and secondary data. While the technique of data collection is done through observation, interviews depth, and documentation. This research uses Charles O. Jones theory which consists of organization implementing policies, interpretations, and applications or implementing policies. The research findings show that the stages of the organizational structure, organizational structure that has not running effectively, overlapping tasks between employees, and the budget that has not fully realized. At the stage of interpretation, there are still entrepreneurs who do not understand about material delivered during training, lack of intensity and time needed on during training and the absence of regulations that certainly govern entrepreneurship training activities. At the stage of the policy application, entrepreneurs do not know about training matters carried out at the Office of Cooperatives and SMEs, this is due to the lack of access to good information in print, online media, or social media. Based on these findings, the solution is at the stage organizational structure, there needs to be a comprehensive review of which structures important for the Office of Cooperatives and SMEs and definite division of tasks. Solution to the stage of interpretation, official service meetings with employers are carried out more intensely and necessary there are clear rules and regulations when implementing policies and time and meetings with entrepreneurs more intense. Finally at the application stage, the cooperative and SME services need to be working with the media so that the information available to the public.
