Abstract

The hegemony of a state is understood as an expression of approval based on the acceptance of ideas through material capacities and institutions formed by social forces that occupy positions of power in a society that regulate state behavior and civil society inside it. This research aims to find out how Five No Policy can become a tool of Chinese hegemony in the African Region (2018-2020). By using hegemony theory, this research will emphasize the perspective of how institutions and material capacities work together to form an idea that applies in a hegemonic system. Through a neo-Gramscian perspective, research will focus on three forms of social power relationships, otherwise known as three categories of force, that is Ideas, Material Capabilities dan Institutions. Research shows that Five No Policy exists as an expression of ideas that regulate the behavior of the state and civil society within it. The presence of ideas Five No Policy. This is supported by institutions as a representation of various interests in the form of mutually beneficial cooperation called eight major initiatives and the material capacity possessed by China as a hegemon country.
